Ifcostlyregulations,suchasafull-scalebanonheavy fueloilareimposed,whilealternativeroutescancontinuetouseit,theNSRwillbeuncompetitivefrom thebeginningandnevergetuptoasustainablelevel. Developingabalancedregulatoryframeworkisaided bythefactthattheArcticCouncil(themaindriverof thisprocess)consistsofnationsthatallhavedirect interestsinestablishingsustainableeconomicand environmentalsolutions. Presently,thebestsafetymeasuresagainstaccidents areRussia'sregulatoryrequirementsandmandatory Rosatomfoticebreakerescort.Theadditionofnew powerfularcticicebreakerstothenationalfeetsof anumberofstakeholdersareimportantstepsinthe rightdirectionandwilladdtothecollectiveglobal capacityincaseofArcticemergencies.
